Navan is taking a decisive step toward a greener and more sustainable future with the launch of its Integrated Action Plan (IAP), developed through participation in the European Union’s URBACT In4Green programme. The plan provides a clear, locally‑driven pathway for Navan to reduce carbon emissions, foster innovation, and build a resilient and sustainable economy, while enhancing quality of life for the town’s businesses, communities and residents.

Cathaoirleach of Meath County Council, Councillor Wayne Harding, said: “Today we are celebrating the outcome of more than two and a half years of work with a plan that sets out a clear and ambitious roadmap for how Navan can reduce emissions, encourage innovation, and build a strong and sustainable local economy that benefits current and future generations.”

Developed as part of a network of European partner cities, the URBACT In4Green programme enabled Navan to exchange best practice, learn from shared experiences across Europe, and apply international expertise to local challenges — accelerating the town’s transition to a low‑carbon future.

Chief Executive of Meath County Council, Kieran Kehoe, added: “Programmes such as URBACT provide not just funding, but a structured
framework for innovation, shared learning and deliver. They enable ambitious environmental objectives to be translated into robust, actionable plans.”

Meath County Council worked in close collaboration with local enterprises, community representatives, Elected Members and Council departments. This inclusive, co‑creative process ensured the plan is firmly grounded in the needs and opportunities of Navan.

A Roadmap for Change The Navan Integrated Action Plan identifies nine key actions across four interlinked thematic areas that address the core elements of the green transition.  The plan includes a phased programme of projects, ranging from smaller‑scale initiatives to longer‑term investments, ensuring that Navan is not simply responding to climate change, but actively leading the transition.
